The post holder is responsible for managing a portfolio of contracts and ensuring successful delivery of provider contracts commissioned by the CCGs, to time and to budget. This will include activities supporting the assessment of needs, deciding priorities, contracting setting, targets and measures, collecting, analysing & monitoring data and information, reporting performance and facilitating actions plans to support CCGS in their lead commissioning role. This includes taking responsibility for supporting negotiation of contracts, interpretation and monitoring of contracts, issuing and monitoring variations, schedules and SLAs and providing integrated reports linking finance and activity.This role will support CCGs in their contracting and commissioning and be part of a professional, high quality and effective and flexible CSU contract team. The role will be responsible for delivering consistent services, products, functions and information to our CCG customers and their patients.In addition, the post holder will contribute towards the CSU being a provider of market leading Contract Management services and supplier of choice for its customers. The role will be responsible for contributing to an effective delivery strategy for contract management and support services provided by the CSUKey Responsibilities: ? Supporting CCGs and Senior Contract Managers by having responsibility for the contract award and on-going management for a portfolio of healthcare contracts and grants for CCG commissioned services.? Act as coordinator for a range of contracts; following guidance, ensuring contracts and documents are kept up to date, held together centrally and amending all documentation to reflect any changes? Brief CCG and CSU contract leads on critical issues; identify and manage risk.? Maintain logs of key contractual actions and manage the process to ensure prompt provider responses to a range of contractual actions/issues.? Undertake active contract performance management to ensure contracted services activate all options available to remain within budget, achieve required activity levels and deliver quality focused and outcome based services.? Produce simple provider performance reports and support production of complex provider performance monitoring reports for discussions at contract review meetings.? Work with Associate and external contract managers as required to develop information to support CCG customers in their financial settlements, reviews of financial risk, mitigating action plans and impact of these plans. Work with other contract managers and providers to agree improvement action, monitor its impact and report to CCGs on progress/achievement.? Check and validate invoice payments relating to contract activity in line with Invoice Validation process and Standing Financial Instructions? Understand the requirements of contracts; apply relevant processes and standards consistently and take a proactive approach in resolving problems.? Support the management of key contractors to drive continuous performance and quality improvements. Identify and define comprehensive metrics for measurement of supplier performance, to manage both current service quality and future service improvements.? Liaise effectively with the CCGs and providers to establish a positive working relationship.? Interpret a range of information to define and analyse key supplier performance data and identify areas for improvement or service change, utilising key health benchmarks.? Support Business Intelligence leads and senior contract managers with analysis on contracts managed to feed into the monthly reconciliation and reporting process as required? Support appropriate contractual actions, including remedial and corrective action and contract terminations, in the event of provider poor performance.? Support the definition and agreement of service requirements and technical standards? Ensure that timely communication occurs regarding contract management of services, monitoring the success of delivery and providing opportunities for recommendations to CCG to improve services.? Ensure that all contract documentation and correspondence is kept up to date and stored on the CSU Plato contract Tracker system (office 365) and contribute to internal assurance / audit of processes? Provide contract management advice and support to CCGs with specific healthcare contract procurement activities? Take responsibility for prioritising, organising and planning own workload, including arranging appointments, organising meetings etc.? Ensure deadlines are met for the production of information to enable the completion of statutory/NHS returns..? To line manage and support Contracting staff in line with MLCSU policies and procedures. Advise and work in partnership with all levels of management on disciplinary, grievance and sickness management issues, procedures and best practice, ensuring that matters are resolved effectively and in a timely manner.? The post holder may be required to work flexibly, such as attending meetings or providing cover, across the entire Staffordshire Contracting ServiceAlthough role will be based in Stafford, there may be a requirement to work across the entire Staffordshire patch, including our offices in Burton-on-Trent and Stoke-on-Trent.RequirementsCV Submission Deadline: 30/08/2017 11.45am.Experience: ? Experience of commercial contractsQualifications: ? Educated to Degree level in relevant subject or equivalent level of experience of working at a similar level in a specialist area.? Evidence of continuing personal/professional developmentSkills/Knowledge: ? A sound understanding of commissioning cycle and understanding of healthcare pathways? Knowledge of the NHS contractual framework including payments by results? Working knowledge and experience of MS office products, including word, excel and outlook? Strong written and verbal communication skills? Broad understanding of PbR and SUS datasetsPersonal Qualities: ? Possess the ability to nurture key relationships.? Good time management?
