We are responsible for England?s environment, our countryside and rural economy, the food and farming sectors and have lead responsibility for protection from a wide range of natural threats and hazards. This is an exciting period to work in Defra. We have a significant international and European agenda, with as much as 80% of our work impacting across borders. And, further to the vote to leave the EU, we will need to communicate with all of Defra?s sectors and stakeholders, along with the wider public, to shape plans that will deliver genuine and lasting change for food, farming, fishing and the environment once we are outside the EU. We are looking for a Grade 7 to join the Defra Communications Strategy and External Affairs team as the Strategic Communications lead with responsibility for developing communications strategies and plans to support deliver of departmental priorities relating to the environment. The team sits at the heart of the wider Communications Group, working closely with communication leads in our main arms length bodies plus press, internal and digital teams to drive and deliver the department?s key priorities. Our team is ambitious about what communications can achieve and believe in its power to challenge perceptions, change behaviour, build partnerships and make a social and economic difference. By joining the team you would have exposure to the full communications mix; the opportunity to work closely with policy teams, other government departments and a range of external partners to find new and fresh ways of reaching target audiences. The successful candidate will have a track record in delivering effective communications, will show a strong strategic ability, an appetite for knotty problems and a belief in the difference effective communications can make. In this role you will: ? Oversee the planning and delivery of our communications priorities relating to environmental policy. Procure and help design compelling communications products to support our campaigns. ? Manage a team of 1xSIO and 1xIO. ? Build key relationships across the organisation (including policy teams, Ministers? private offices, press office and communications contacts across the Defra group and in other government departments). ? Be effective at working through others and building virtual teams internally and partnerships externally. ? Translate business objectives into communications objectives and generate ideas and plans to meet them. ? Identify audiences, gather insight and deliver targeted communications activity. ? Spot opportunities to advance our communications objectives and identify and manage risks. Personal qualities and skills required: ? Strong track record of managing and leading teams to deliver ambitious and effective communication plans. ? Strong track record of designing and delivering communication plans using a wider mix of channels including digital, media, stakeholder, events and branding. ? Experience of developing and nurturing innovation and creativity to achieve outcomes for low cost/no-cost and campaigns with budget. ? Strong influencing skills, and experience of building positive relationships and networks internally and externally with stakeholders, partners and colleagues. ? Excellent planning, management and organisational ability. ? Experience of effectively working with and advising Ministers and senior officials. ? The ability to work well under pressure and manage multiple priorities and tight deadlines and carry others with them under such circumstances. ? Strong analytical skills, plus excellent written and oral communications skills reflecting the need to explain complex policy areas to non-specialist audiences in a clear and engaging way. ? Previous communications experience of government Bills and the passage of primary and secondary legislation would be an advantage.
